MCA has notified the Companies (Significant Beneficial Owners) Second Amendment Rules, 2019 and has revised Form BEN 2 (Return u/s 89 in respect of declaration of significant beneficial ownership in shares of a company u/s 90 of the Companies Act 2013.
It may be noted that MCA has already clarified about the time limit for filing the BEN-2 form, which shall be 30 days from the date of deployment of BEN-2 e-form on the MCA portal and no additional fee shall be levied if the same is filed within 30 days from the date of deployment thereof.

C.S.R. (E).- In exercise of the powers conferred by sub-sections (1) and (2) of section 469 read with section 90 of the Companies Act, 2013 (18 of 2013), the Central Government hereby makes the following rules further to amend the Companies (Significant Beneficial Owners) Rules, 2018, namely:-
1. (1) These rules may be called the Companies (Significant Beneficial Owners) Second Amendment Rules, 2019. (2) They shall come into force on the date of their publication in the Official Gazette.
2. In the principal rules, for Form No. BEN-2, the following Form shall be substituted, namely: –
